Full Description:
This is a detailed small solid brass miniature theodolite on a brass key chain.  A theodolite is a precision instrument for measuring very precise angles in the horizontal and vertical planes.  Theodolites are mainly used for surveying applications, but are also used for ultra-precise alignment.  The vernier magnifiers swivel, the telescope moves in elevation and azimuth, and the leveling feet adjust.
